Why have I not received money from SARS yet?

What do is mean when text message reads as follow : tape assesment: original amount -4000. 00 due to you.... Date of payment 1st 01/09/2015... 2nd 30/09/2015.. Does it mean I owe SARS Or SARS owes me...

This means SARS owes you money - were you asked to bring any documents to SARS?

so when m I suppose to get the money?? Becouse they said it will be in payed in 01 of sep...and I use capitec bank. Or is it going take 7days to clear the cheque

That date is for payments owing to SARS. You need to call 0800 00 7277 to find out what the delay is.
