Why a second round of audits is required - why not do an end-to-end audit first time?

I submitted my tax return on 10 July & a correction on 14 July (simple mistake in 1 line item which had zero financial impact). I received notice that I was being audited & was requested to submit documentation (twice) before 16 days later, on 30 July, receiving confirmation that my account had been finalised (with no changes) & that I would receive settlement within 21 working days. Today, a full 20 days after my account was "finalised", I have received notice of the commencement of a second audit & a request to submit the very documentation that was vetted by SARS 3 weeks ago.

My frustrations:
1 - how an account is communicated as "finalised" when still subject to further investigation
2 - why a second round of audits is required - why not do an end-to-end audit first time?
3 - the request to resubmit the very same documentation for a third time, which already appears on file

This feels like a delaying tactic... My tax returns are incredibly simple & the supporting documentation is minimal. I work for a large corporate and there are no questionable deductions. I believe I am being targeted on the basis of the size of my refund only. I anticipate a long wait for that refund!
