What is the tax on distributions from REITS?

Is 15% holding tax deducted from the dividends distributed to a local investor from a Property REIT or not?

Dividends received from REITS were exempt up until 1 January 2014, however any dividends received after 1 April 2013 will be included in the normal income of the investor and taxed at normal rates, not the 15% Dividend Rate.
