Tax return submission to SARS?

I want to know who is qualified to claim a tax refund because I am not working.

You have to be working in order to possibly receive a tax refund because a refund is a return of taxes paid to SARS when you overpaid your taxes. However you should still submit a nil return to SARS to make sure you are always compliant.
