SARS need return submitted for 2008 and 2009

SARS has requested that complete my tax returns for 2008 and 2009. I requested the IRP5 from my HR department but they don't have the records anymore.
We are receiving a lot of queries about this, but SARS are giving conflicting answers. We are trying to get some consensus on this by collecting their the different responses - could we ask you to call them and find out what they now wish for you to submit and let us know.
I actually contacted SARS and they advised that I get an affidavit stating that I cannot locate my IRP'S for 2008 and 2009.
Then you need to go to a SARS Branch so that they can do the tax return for you.
You need to take the following documents with you: certified copy of your ID, 1 month bank statement and proof address.
