May the water & light bill and property tax which is on owners' name be claimed even if we pay

Are you talking about your residential property that you live in? If so then you cannot deduct any expenses against this cost as it is of a personal nature.

He should not be able to claim this as you make the payment and therefore it is not his expense.

Yes that is correct, the owner cannot claim for deductions which he does not pay for himself.
