IRP5 2011&2012?

Can I still submit for 2011 and 2012 even though 2013 is already been taken care of and if so will I get refund or penalty or maybe both?

Yes you can, you must submit all your returns before you are able to get any refund due to you and to avoid any penalties. SARS can penalise you at least R250 per month for outstanding returns.
