How can I not qualify for tax return when I am paying tax???

What's wrong why can't I get my tax return?I called sars and the consulntant told me that sars doesn't owe me instead I owe sars 335 is this possible?I mean I just registert this year and I have being paying tax for the past seven years please help to understand this whole situation,how can I not qualify if m paying tax???

Refunds from SARS are not automatic, you will only receive a refund if you have over paid your taxes to SARS.
