Entertainment allowances exceeded

If an employee receives an entertainment allowance in advance and he goes and incurs expenses over and above the allowance and keeps records of this, what happens to the additional expenses?

Does he personally pay for these expenses?

Yes he does.

Unfortunately if the employer is not willing to refund these expenses then they will be at his cost and he will not be able to deduct them for tax purposes!
