Let's say I'm earning R3500 a month. Is that money qualifying for a PAYE tax? In short what should be the basic earnings for one to qualify PAYE tax?

No this would not qualify to pay PAYE, you need to be earning about R6 200 a month to being paying PAYE.

Thanks for a very helpful reply. So in that case I have to take action towards this, because not even my tax number is appearing in my payslip. Hence my employer never asked me about it if I had it before.

Did they deduct PAYE or only R35 a month for UIF?

Then the PAYE is incorrect. You need to speak to your employer about this.
