Do they take the primary rebate into account if you're on a provident fund?

Provident fund payouts are taxed according to a set table and do not include primary rebates.
Can I rephrase this question, if you are contributing to a provident fund, can you include the primary rebate when calculating the tax deduction allowed?
Provident fund contributions don't attract a tax deduction so you won't be able to include this amount in your taxable income - or deduct it at least.
