Do I get a Tax Refund if I change jobs?

Is this true? If so, can you explain why?
When tax is deducted each month in the form of Pay-As-You-Earn (PAYE), it is calculated as if you are working a full year and then adjusted for a monthly amount. So often when you have left your job mid-year, if you had to work out your income for the full year and what tax would be paid, you would find that too much PAYE was deducted and therefore you are actually entitled to a tax refund as your tax paid was more than the tax owed.
