Cost of rental income tax seems too high

I have declared rental income of a rental income profit of R17445. But SARS are telling me my rental income sent me into another tax bracket and I therefore owe R20308. This seems wrong to me - surely the extra income that is in the new tax bracket should be subject to more tax but I should never make a "loss" by earning more?
