Can you submit without IRP5?

Can you submit without IRP5 because my workplace I delaying with IRP5

Have they not given it to you? Employers are supposed to send these out in May. If you go through the TaxTim process you will be able to import your IRP5 straight from SARS and submit your tax return quickly and easily that way.
