Can one submit tax returns for 2009 and 2010 in 2013?

I was working as a contract worker for under an employment agency for 6 months in 2009 and for 3 months in 2010. Can I submit tax returns for these years?

Yes you can, and you must do this as soon as possible before you incur penalties and fines for late submissions. You can go into a SARS branch to do it or on Efiling simply start the returns for those tax years.
