Is the 13th cheque also taxed, and if so by how much?
Yes, it is added to your total income and then you are taxed per the normal tax tables for individuals. i.e. it is taxed in the same way as your salary.
Are they taxing it on monthly basis, or when it's given to you?
It will be taxed in the month it is paid to you.
