Already paid but cannot continue

I have already paid for subscription but cannot continue as the website asks me to make another payment. Why do I need to make 2 payments if I haven't completed my tax return yet?

Please click the "Click here to enter a Discount Voucher code" option under the payment options on the payment page, then enter the discount code that was emailed to you. This will clear the payment.
